Found that strat used on lap 2 & 3. You must have the High Booster, get a 4 or 5 link in the first power route, a link of 3 on taking out cars, take the second power route and knock down the train. You should have enough air boost twice to reach the jump.

Gained on last lap, used a similar trick at that second to last ramp from Metal City to lower the lap. The Second power route was used too.
